Hosseini uses connotation here to imply that women are more independent in modern areas of Kabul. He chose the word "cantering" because it is more of a fast-paced walk, which shows these women have places to be themselves, they don't just go home to clean and cook. He also uses the word "uninhibited" to show contrast to the women in the poorer parts of Kabul. To "inhibit" something means to restrain or prohibit, which is typically done to something you have control over. So this shows that women in the poorer parts are controlled by men, whereas in the more modern parts, women have control over themselves, hence "uninhibited."
