"The women in this part of Kabul were a different breed from the women in the poorer neighborhoods like the one where she and Rasheed lived, where so many of the women covered fully."

Here, figurative language is being used through the words, "a different breed" to show just how different these women are in this area of Kabul. Hosseini chose these words specifically to exaggerate how different these women are from poorer areas to show they are so different that they can't all just be considered normal Afghan women. In this area, they have different cultural values, hence women being allowed to wear things other than burqas.
